This Plugin generates 2 events
ShutdownNotifier.SystemShutdown
ShutdownNotifier.LogOff

There are 2 actions. one to block the logoff and the other to block the shutdown. those actions will only work with the matching event. It's a pretty simple plugin.

I also did a new build of the extension module that is used by the Joystick plugin. You can try and see if the updated one will work for ya. I do not remember when the last time this may have been compiled. so you could be having the issue because of the age of it. make a backup of c:\program files ...

you are the first person I have ever seen that used the COM server portion of EG. the problem was that sometimes i would not work. we removed the COM server portions of the script.

if you want to trigger an event run eventghost again with -e "some.event" to trigger an event.

you are telling me you are using the Joystick plugin. if you are using that plugin then you are using a Joystick. whether it is a "button box" or not it is still a Joystick. OK what i can see happening here is this. If you have a game started by a joystick button that means that EG is connected to the joystick. when the game starts it too is going to try to access the joystick. from what i am gathering is they might be bumping heads.
