So it seems that this is a pycurl problem.
Google has helped me find a solution (hopefully).
Please try this test version (0.2.19.3).

Thanks for all your hard work Pako, that seems to get us a bit closer. I can now see EG in the devices, but there is still no connectivity. The log grabbed some data that I am not comfortable sharing in the public forum. May I PM you the log?

I followed Possessed instructions from his previous post and now it seems to be working. I will do some testing and let you know if run into issues. Thanks again for your attention and hard work!

I have great news! My testing was successful. I am able to send and receive pushes. Thanks so much for your help with this and keep up the amazing work!

Pako - Super awesome work. Love this plugin for feeding commands from Alexa to my PC!!! Works well now. Thank you for your patience and persistence!!!

Every 30 seconds I see "20:22:20 PushBullet: WebSocket message: {u'type': u'nop'}" in the log but it doesn't seem to effect functionality.

This is normal - it is checking whether the heart beats (check the connection).
This can be hidden when you select a logging level of less than 5.

This bug was removed (by installing a new version of the websocket client).
You probably did not proceed exactly according to the old installation instructions.
To avoid this in the future, I have simplified these instructions.
Please install a new version 0.2.20 according to the new instructions.
This should work, including proxy settings (which you have deleted).
