I put the Nircmd executable directly in my Windows folder. In EventGhost I put:
Windows Command: nircmd.exe mutesysvolume 1 (or 0)
Slightly convoluted, but simple and it works. (In general, I'm finding EventGhost much better for triggering than for executing.)
