tried everything. The service still works, It receives codes but it wont transmit unless that service is reatarted. I have tried changing ports, even adding a PCI USB card. I tried making the service start under the administrator account. everything. nothing would work but this it nice and quick ...

Well I can give it a try. but its not the device thats the problem, its the service.
How about on a trigger of System.Resume:
net stop AlternateMceIrService
net start AlternateMceIrService
Something like this:

MCE IR wont trasmit after sleep
I have a windows 7 PC with eventghost 0.4.1 r1572. Using the MCE IR plugin. When the computer is restarted it will transmit everything. but once it goes to sleep and wakes up no more transmit. there are no errors. I tried stopping and starting the plugin on sleep and wake. no luck. If I go in and ...
