Background Window

I know u can send a command to background window using find window, what i want to know if there's a way to keep it permanently active like a hot-key, click the button and now any keystroke i do will be sent to that window, click the hot-key again, it will disable and it will be back to normal ...

I have not tried this myself, but I think you could get this to work using the Growl plugin for Eventhost.
