Windows programs flashing in menu bar

Is it possible to detect when a Windows program is blinking in the menu bar (not sure what it's called, see screenshot below) with EventGhost? Programs does so in Windows when they have some kind of alert or something important is happening in the program but it's not currently in focus (and I think minimized to the start menu).

Install patch, load "Task Create/Switch Events" plugin, bind macro to Task.Flashed.dota2.
