First I have to admit I'm a brand new EG user, and so am just getting started...
I'm using an ATI Remote Wonder with the X10 plugin to control Zoom Player, Winamp and PowerDVD with their default configurations for now (except that I've "learned" new triggers for the main macros that I want to control/execute). This all works fine so far.
I have disabled the ATI Remote Control Software and so I needed a way to have the 'mouse' function of the RW work, therefore I created a context folder called "Mouse Emulation" that has the 8 directional mouse controls mapped to the RW's thumbpad; and the LMouse and RMouse keys also programmed. That works fine, as expected when it's enabled.
The problem is when I start ZP or Winamp, etc, they issue the "Enable Exclusive" command, which disables my mouse emulation context folder. As a workaround, I just copied the Mouse Emulation folder into the ZP, Winamp, PDVD context folders, which makes the mouse emu work in those programs, but if I switch to Windows explorer while one of the programs has been started, then the mouse emu no longer works because the main mouse emu context folder is disabled. (I hope this makes sense...)
I also tried to add an action to "Enable Mouse Emulation" into my macros that start the programs, right after the "Enable Exclusive" command, but that doesn't work, the folder never gets enabled.
Can I have the mouse emulation working *all the time* without ever disabling it, and if so could someone please show me how?

I think I figured it out, thanks to a comment on another question posted by jinxdone, which was:
"Usually you toggle between the different parts of the config tree using the 'Enable Exclusive' action. This action simultaneously enables the selected folder and disables any other folders in the same level as the selected one."
So in the main Context Folder I created a new folder called PROGRAMS and moved all of the program controls there, and left Mouse Emulation on the same level as PROGRAMS, and now it doesn't get disabled.
I'm really not sure if this is the best or most elegant/efficient way though. Can someone please comment?

The idea of the context folder is that is where you put folders/macros that will have excusives applied to. I.e, only one will be active at a time. I think you figured this out.
What you've done works fine, but seems confusing to me. If I wanted a folder that was not affected by exclusions, I would just create the folder at the root level, not inside the context folder.
But the net effect is the same, so it really doesn't matter.
