MCE blaster not work with samsungTV codes (winXP)

Then i try learn and blast codes of samsungTV from windows 7 - all work fine (with Vista plugin). If i try this from winXP (with old MCE plugin), learn is working and led is blinking, but TV not recognize any command. Any idea how fix it?
