Network watcher

Maybe I'm wrong, but I did not find anything that would watch a network connection.
So I wrote a plugin that does that.

Works fine and looks good in all, I have set my polling rate to 5 seconds

The new version (0.0.2) uploaded.
Added option to ignore certain IP addresses.
Useful (for example) for VirtualBox Host IP address.

I've made some improvements.
Since version 0.0.3, this plugin also monitors the availability of an Internet connection.
