Turns out this is definitely possible, but I was just going about this the wrong way by trying to over complicate things!!
If you have a device that can run iRule, wireless internet and a HTPC/PC running eventghost, it is definitely possible to remote control the PC and any devices ...

I'm setting up iRule to send UDP packets to my HTPC, and getting eventghost to pick up the packets as an event, then do some action.
So far, the packets are going from the iPad (irule) the HTPC, and eventghost is picking them up, but I can't add a particular broadcast code to a macro (so ...

Definitely makes a difference. Thanks eatmeimadanish.
Hopefully "Eden" will make a difference with its "dirty regions" and jpeg decoder features. So I won't have to bother with priority modifying.
