I succeeded in using IrComm2k to get the USB device recognized as a virtual COM port. WinLirc recognizes the device and EventGhost appears to do so as well. Of course, recognizing the device and getting it to transmit/receive as CIR are not the same thing.
When I looked at my USB IrDA device in the MS Windows device manager I noticed that I can tweak some advanced settings. I found an article that describes the differences between IrDA and CIR but I had some trouble matching the issues they raise to the settings. Here's the article:
