Android app listens on my phones IP number?

The Android app can listen for certain events by using the "Network Event Sender". This means that it doesn┬┤t work on dynamic IP (which I guess a phone usually has)? Is there an other way to communicate between EG in computer and EG on my Android?

To clarify a bit:

Can EG send an event to my Android phone regardless if the phone is connected to my home wlan, 3G or some other wlan?

Only if the phone has an established ip connection with eg. Then, except for performance issues, it doesn't matter if it is via wlan, lan, 3g whatever.

I think websocket is such a technology that should work even if I only have tried it so far on my local lan. And I'm not sure about the status of websocket support on android.

Maybe there are som (android) apps available that has two-way communication with eg already implemented.
