PRE-USE QUESTIONS

I just want to make sure I have a handle on this software before I try it. My goal is to turn on and off a TV at a scheduled time.

1) Will this do it, either through a command line script or such, using Windows Task Scheduler? If yes, does it do it on its own (obviously in addition to the hardware & hardware's driver), or does it need third-party software, such as WinLIRC, to do what I want?
2) I know its not listed as supported, but does anyone know if IguanaWorks' USB IR Transceiver http://www.iguanaworks.net/products/usb-ir-transceiver/ is compatible with EventGhost? I prefer its small USB dongle with remote IR lead.

I think we can say yes to most. EventGhost will support various required functionality by use of available plugins.

No problem, there are plugins for scheduling and other more advanced requirements

Well, it will sort of do it by itself when you have configured the required functionality correctly. You do that by using plugins, events, macros and actions. So in your case, the scheduler finds that your tv shall be turned on and generates an event. This event triggers a macro and inside there is an action for the LIRC plugin that sends out the 'on' code to the WinLirc server and the iguana device that hopefully works. Personally I do not know but it is stated in the link that it is WinLirc compatible so then it should be fine. Myself I have USB-UIRT's and they are superb. Besides, the plugin for USB-UIRT is supporting the device directly, no need for WinLirc or other server softwares.
