Here exists no simple solution.
The problem is, that the relevant items are missing in Foobar2000 menu.
You should ask the authors foobar2000 why it's like this now.
You must use the system volume instead of foobar2000 volume or use a better player.
For example MusicBee might suit you.
Another option is to use an old version of foobar2000.
