I can confirms that it works fine for me and as you can see from the screenshot I posted earlier, I am using the 64 bit version of Nircmd.

I'm using Win 7 Pro 64, I had the same problem. Even if I can see and use different voices in the windows tts settings, only Ana is working in eg. I solved this by using Nircmd64, thank you for the tip.
For information, I could add new voices using a registry tweak described here (search "tokens") : https://social.technet.microsoft.com/Fo ... proinstall
Maybe this is the reason it's not working in eg. The ana voice is awful, not really usable. The custom voices are localized and very smooth.
Now I have a speaking automation system plugged on my hifi H24. I'm tuning an alarm system using the cheap xiaomi zigbee sensors.

I just wanted to let everyone know. the reason for the issues is because you are using the wrong Speech Properties. there are 2 of them and the one in control panel is defaulted to x64 you need to use the one for x32.
