Is it possible to have Eventghost check and see if a program is running, if the program is running, run a certain set of key strokes, and wait for it to close and then run the rest of the program written in EventGhost, or is this not possible?

Yes, it is possible. Everything you need is built into EG so just try it out. You will need to use atleast 'find window', 'emulate keystrokes' and 'wait some time' actions.
