How do I set up an event (a remote keypress) to only do something when a particular (sagetvclient.exe) is running?

Use a find window action and check the "stop macro if window is not found" checkbox.
Or you can use the task plugin to enable/disable macros or folders based on applications starting/closing/getting or loosing focus.

If you use the SageTV plugin from more of the more recent betas it will simply disregaurd SageTVClient commands issued while the client is not running.
