Audio Balance Control? Or mute one channel

Is there a way to adjust the balance control or mute one channel?

I don't need graduations or a smooth transition if I can simply press a button to mute the right channel or mute the left channel and another to switch back to both channels that would be good.

I use Foobar so either a way to achieve this in foobar with eventghost or directly in windows with eventghost.
