Sending IR codes using an HP IR receiver/transmitter

So i am trying to send IR commands from my computer to devices around my living room.

For this i have an HP transmitter receiver. (http://www.amazon.com/HP-Infrared-Recei ... B00KDNIRYA)

So while i can receive IR codes just fine, i am having trouble sending IR codes. I have tried to attack this in a few different ways all of which have been unsuccessfull

1) I loaded up the MCE remote vista/win7 plugin, installed the service and am able to receive and send codes, However, when i have it learn a code, it will transmit a wrong code about 20-30% of the time. Is there anywhere online i can do a proper conversion of the Hex code to the Pronto Code? something like convert MceRemote.Unknown.AB27FFF2DC0987AF570 to "0000 0073 0000 0018 0148 00A2 0016 0012 0017 0012 0016 0012 0017 0012 0016 0014 0016 0012 0016 0014 0016 0012 0016 003B 0017 003B 0016 003B 0016 0017 003B 0016 0014 001"
I have tried to set the learn counter to 6 or 10, and some times two or more learnings (pronto codes) will match and sometimes they will not. If there was a proper way to convert "AB27FFF2DC0987AF570", that would be really helpful.

2) the other thing i have tried is using WinLIRC and the LIRC client plugin. Again i have set this up with the MCEVista64.dll plugin. This plugin/WInLirc seem to recogize all codes just fine but whenever i try and send a code, i get "Send failed/not supported" from WinLIRC. so im not sure if im setting this up correct.

setting the learn counter to 5 should be fine, push the buttons on your remote as short as possible while learning to get the best result.

It could also be that the problem is with your IR blaster, it may be to close or to far away from the remote sensor of your device or that another IR signal interfering with the signal from the blaster, also direct sunlight can be a problem.
